how to create a function from 2d values

my requirement this time is that i have to create a function which becomes zero for certain values only

i have a set of 2d values, consider there are 10 2d values

i have to design a function whose answer becomes zero if i substitute those 2d values in it

for example consider the equation of a unit circle x² + y² -1 = 0 for all the values of x and y

now i have the values and i have to design a equation for that... is it possible?
