why lightspeed toolbox dose not work on my matlab 2013b?

i wanted to test lightspeed toolbox developed by Tom Minka. he has claimed some functions in it can outperform in comparison to the matlab own version one's. for example i ran "row_function" in lightspeed toolbox and compared that to sum, but sum perform better! in the name of sweet GOD i do not know what my wrong is? HELP ME NICE GUYS THANK YOU A BUNCH!
