Working of KMeans Clustering

Refer K-means program at http://www.mathworks.com/matlabcentral/fileexchange/24616-kmeans-clustering/content/litekmeans/litekmeans.m
At times litekmeans, returns lesser number of clusters, inspite of giving expected number of clusters as part of function call. How do I ensure that it returns the clusters as per the argument passed as part of function call?
