why this happen when i run fuzzy logic simulink model?

firstly, i run this model from sltank.. i delete PID part because i only want to use fuzzy part..
after that,run the system, this what comparison show me
this program use "tank".. i run " fuzzy tank" i check.. there have 9 rule there..
i found 1 tutorial that say if it reduce to 5 rule.. the damping from underdamped change to critically damped.. i try to test and change it into 5 rule, the result will be same with 9 rule
how this happen? can i build the system using this fuzzy simulink model and get my graph damping to critically damped?

what version of MATLAB and Fuzzy Logic Toolbox are you using?
