dfig model : what is "wind on" constant?

i want to work with dfig model. but the in built dfig model has a switch between Tm (coming from wind turbine) and wind speed. the threshold is decided by value of "Wind On" ,a constant. can anybody tell what is this "Wind On" .. i am not able to figure it out. thnkx.
