Three phase breaker - external control

Hey! I would like to close my breaker once the Voltage between point 1 and point 2( see picture below) is higher than some value AND once the phase shift between voltages on the "Net side(left side on the picture" and generator side "Generator side (right side on the picture)" is higher than some value.
Can you guys help me out with this?
