Upgrade 2013a to 2013b student version

Hi guys is possible (When available) to upgrade my current 2013a student version to 2013b with the toolboxes included or I need to buy them again?

Is there a 2013b student version? I heard, that with one rare exception, there is never a "b" student release. Are you sure there is one?
