That error message can never occur for the tagged product, "Extended Symbolic Math Toolbox". The Extended Symbolic Math Toolbox was not available after R2007b, but MATLAB Answers was not opened until 2011, so no installer for Extended Symbolic Math Toolbox would have referred to MATLAB Answers.

The four most common causes for this problem are:
  • Windows Firewall is blocking network access
  • McAfee or Symantic or other anti-virus software is blocking network access
  • proxy problems
  • access to Mathworks is blocked by country-wide firewall, such as in China
