i have downloaded ANN toolbox
the file emran8.mexw32 refuse to open in my matlab version
please help me

A file with the mexw32 extension is intended to be used in a 32-bit version of MATLAB on a 32-bit version of Windows. The last 32-bit release of MATLAB was release R2015b. So you're going to need to recompile the MEX-file on your 64-bit system or ask the author for a 64-bit version of the MEX-file.
