How do I upgrade my MATLAB from 2019a to 2019b 2019a to 2019b with keeping the same settings in the old version.

Nope, it just goes to a generic Mathworks page that does not have an obvious link.

There is no upgrade procedure between releases; there is just installing a newer release.
If you install a new version that is no more than two releases newer than the previous version, then MATLAB will copy your preferences.
The download page for R2019b specifically is https://www.mathworks.com/downloads/web_downloads/download_release?release=R2019b . However, not all accounts have access to that download page; in particular, Student licenses apparently do not have access.
