I am receiving "License Manager Error -39". How do I access the options file MLM.opt?

I have already read the answer given in this link: http://www.mathworks.com/matlabcentral/answers/98895-why-do-i-receive-license-manager-error-39. But I wasn't able to find the options file.
I have tried searching for MLM.opt, but it was not found. I looked in C:\Program Files\MATLAB\R2015a\etc\win64\, but the closest thing was mlm.exe, which I can't run. I also typed in "$MATLAB\etc\win{32|64}", but that didn't work. Please provide step-by-step instructions on how to access and change the options file.

MLM.opt is something that exists on the license server. Your system is probably not the license server for your network.

So I remember being able to use Matlab on my old personal computer is it just about creating/associating your windows account with your organizational email (the one that has the license) ?
If so would you happen to know how to get around that windows keeps wanting a hotmail or live.com email?
