What are the recommended steps for migrating from the existing MATLAB Grader LTI 1.1 configuration to LTI 1.3?

First, make sure your LMS version will support LTI 1.3. For example, Blackboard, Brightspace, and Canvas will support LTI 1.3 by default, and Moodle requires version 3.7 and higher.
Follow documentation on creating a new LTI 1.3 deployment, depending on your LMS. Documentation: Integrate LMS Using LTI
When instructors are preparing for the next academic term (working on the next instance of their course), make sure to choose the LTI 1.3 external tool in each assignment's settings.
Save the settings, launch the tool, choose content from the collection named after the last term's course in My Courses, and save the assignment.
It is best practice to test the integration before using it with students. Create deployments for each environment you want to deploy in. Canvas users can choose the environment in when creating the 1.3 deployment. See Step 1 here: Integrate MATLAB Grader with Canvas (Instructure) — LTI 1.3
