How can I download and install TIREM files on an offline machine?

Due to the classified nature of my work I need to access TIREM shared library files (libtirem3.dll or tirem3.dll) from an offline computer

How can I do so?

The TIREM library must be acquired separately, as described here:

You will need to work with Alion Science to acquire TIREM and install it on the offline machine with MATLAB. From there you can call the "tiremSetup" function in the way described on the following page:
