How to let the real power flow happens on IEEE 13 node system?

I use "IEEE 13 Node Test Feeder" (power_13NodeTestFeeder). I noticed that no matter how I change the loads, the power flow results are the same! Can someone help me on that?

I am working in the same model, however I don't have access to the power_13NodeTestFeeder model. Can you share it with me to work in it?

It is a Mathworks example. If you do not have it then you need to upgrade versions to get it; only Mathworks is authorized to make it available.
